Internet is a tool, you can use it to learn more or to antagonize.
At a global aggregate level, I'd say we're definitely smarter as a species because of the Internet. Without Internet, communication would have been way more limited and a very large amount of people would not have had access to all the information & tools that the Internet provides - and hence would have remained in the dark metaphorically.
Having said that, there are definitely instances where I feel I'm getting dumber because of either misinformation or half-baked knowledge (partial knowledge is worse than ignorance). Additionally, when you rely on the Internet (or tech in general) for certain things, your cognitive power argually goes down a bit (a simple example would be, after relying on auto-spell-correction, you start forgeting how to spell certain words! Lol!)

I don't think that's a best way to frame the question, I feel like the Internet and tech in general helps to speed up data input and output, what type of data is up to the user..

for me it's neither one nor the other because it all depends on the person using it. for me the internet does not make you more intelligent but allows you to learn more quickly.

It's always been inevitable that people can be manipulated. I'd say some people get smarter by consuming what they need, and others get manipulated by consuming not-so-good content which in-turn makes them dumb. Which also makes it harder for them to accept common facts. People also tend to express emotions un-censored on the internet as a coping behaviour which in-turn makes them toxic not only on the internet but also to their loved ones.
In conclusion, Internet can turn you into anything, from a toxic nobody to a world-renowned billionaire which ultimately relies on a single fact. "How you use it".

The content in general is always dumb, like, its largest part. I, personally, at one point understood that my concentration was decreasing as I was watching the TikTok/YT Shorts videos. The attention span is just getting smaller and smaller, you feel like you're getting dumb. The only advice I can give you is not consume this type of content or any type of content that you feel harms you.
