It needs to scan PDFs of my information, train a chatbot on it, and allow me to sell access to it.

From my experience, extracting info from a PDF doesn't give accurate answers and ofcourse training is the best way to go. @cameronscully_ You can add custom prompts, train your bot, sell access as a parter using Serviceform chatbots.
