CityMayor is a new concept in Ethereum which resulted from mixing an ICO with Cryptokitties. As ICOs have less and less to do with actual smart contracts, CityMayor let people buy assets (cities) that generate tokens (CityCoins), effectively creating an indirect and interactive ICO.
