Programming seat management is quite harde

Am I crazy or seat management in a SaaS is a lot of code. I've been looking for a good design pattern to implement a per user model and it's not that easy. I feel like it's been done thousands of time but there isn't that many ressources on how to implement it. Anyone can guide me through a article or a blog that explains this well ?
