I helped couple of companies to start from the scratch, with a very minimal budget. Usually, when you just started, and do not know whether the strategy will work, you need to start with a small budget but show some results early on.
So I recommend to focus on one ICP, with one product offer, for one marketing channel.
Get first feedback -> make updates if needed -> get first results...

Not every startup should be funded. It depends on the potential scale, and the complexity of the project. Try to bootstrap Mars colonization or neuro-brain-chip implantation.

The right customer research should solve this problem. Do not listen what customers say, watch what do they do and what they are struggle with. Remember famous Ford saying: If I ask my customers what do they want, they would tell a faster horse.
