Sorry, but I don't see it any different than any offshore or outsourcing development/design agency. It may make more sense if the company is just developing any idea in lieu of some equity. 18K USD is a lot of money for an MVP to start with.

I would not outright reject this idea. Somehow, there has to be a better way to take control over your data, control on what users say, and targeting a niche rather than allowing anyone with a phone to get reviewed.

The ideal market for this product is cities like berlin and amsterdam, where bikes are stolen quite frequently. There has to be some sort of collaboration with law enforcement agencies for this to work. Are there any model cities/locations where this is happening? For the next version, a hidden GPS device installed somewhere in the bike will make this product much more usable ;-)
