You asked a leading question "and are racing against time". Of course, I would prioritize speed in this scenario.
But abstracting from that case. I would say "ease of use".
For example:
I can upload a file and receive a download link that will be available X days and I can set that either it can be downloaded once or anyone who has the link.
I would focus on how many steps I need to do to...

There is no such thing as best stack. It depends on your product, team, and goals.
However, this year I started looking around and trying out new things, and here are some of them (very subjective opinions):
