What is the best drag and drop HTML/CSS builder which generates code?

I want a to export code and related assets as a zip from the tool, not host it somewhere directly. I know a little bit of HTML and CSS but not enough to build something from scratch. I would like to design a website online and then get the zip with all files which I can host where ever I want. Also edit it a little as my needs change, which I feel will be easy to maintain in the long run.
