The ability to make choices and act upon them in a goal-directed manner implies autonomy, intentionality, and the capacity to influence one's environment or situation.
For example, in the context of AI or programs, agency would mean having the ability to evaluate situations, decide on actions, and adapt based on the outcomes—essentially showing a form of purposeful behavior. In humans, agency is tied closely to free will and the sense of control over one's actions and decisions.
