Are there any good ways to cold reach investors?

I would say (depending on your industry) that Linkedin is perhaps the best way for cold outreach. You'd need to spend a bunch of time finding VCs that match your profile, then researching each of them to find the decision makers. Then you can find them on Linkedin, or (perhaps with less success) email them. For angel investors you can use Angelist or even send them a Twitter DM. That being said, it's not your best strategy for success as you instantly have to go into sales mode. I'd recommend joining entrepreneur communities either online or in your area, which have investor meet&greet type events.
