Atomic Networks are Dead(?)

Has anyone been successful in creating an atomic network recently in a city or area without any connections? It seems almost impossible to do it without using paid social media ads in some capacity. BeReal student ambassador program was sort of one but it focused more on wider acquisition than forming atomic networks. Smart but probably wouldn’t work if your objective is to find a smaller subset of users strictly in a confined demographic or aren’t vc backed. Anyway I’d love to know what you think about it and any intrusive thoughts you may have about the topic. Thank you for sharing!
PS: for anybody who doesn’t know what atomic networks are, they’re sort of like the smallest possible network you can build that can add the maximum value to your platform. Like if you had a 1000 users worldwide your app would be pretty dormant but if you had 1000 users from the same uni then the app would be super active and can sustain independent of its growth rate.
