I would say not Silicon Valley.
In my experience Silicon Valley is/was the best place to raise money and sell the company. Having at least a founder there for sure can help.
But for everything else, it's the worst place on earth to start a business. It's super competitive, costs are through the roof, and unless you're growing like crazy, team turnover is just unsustainable.
Sure if you're building really advanced AI stuff, self driving cars and other deep-tech companies, in SV you can find really great talents.
But realistically speaking, most startups are simply building web apps. You can find extremely talented people everywhere in the world for half the price of Silicon Valley and they'll stick with you longer.

Definitely US – because of community, entrepreneurial spirit everywhere and more opportunities to scale, get investments, mentorship etc.

@h_anil_yarimca india is the easy second. The amount of diversity india has you can literally sell anything there. China also very good and and support their startups. The main thing is the more people you have the more opportunities will arise
