Building a design team for Marketing creative work - Guidance on skills, team structure, tech stack?

Hi Folks, I'm scaling my design team from an early first hire to 3-4 people to handle the growing volume and velocity of work. The scope runs the gamut from social media and blog graphics to (some) product UI to all the graphics (static and motion) on the website. We'll soon add new things events, community, podcasts etc. to the mix. I'm primarily a marketer, with a decent outside-in understanding of design, but nowhere near up to date. What are the must have skills to keep in-house? What am I better of outsourcing? What tools should the design team be able to work with, beyond the usual Adobe kit - Figma? Sketch? Lottie? Audible? :shrug: Do we need a "design manager" to manage pipeline and allocation, like Engg teams do or is better for the designers to self-organize? Sorry, a lot of open-ended questions, but a fairly new dimension for me to look after, any guidance is appreciated!
