How do I find a competent virtual assistant?

I'm looking for someone to run an online community of programming learners I'm creating. By "run" I mean basic moderation (no bad words on Discord), but also engaging people after online events to check on them and see how it went.

Where would you recommend looking for such a person?

@adeone Indeed, mostly freelancers but it may get expensive depending on the size of the community, etc. If you want quality, gotta pay for it or have some sort of compensation that is attractive enough. Maybe find someone who needs your skills while you need his/hers and helps each other that way.
