I have been a CSM for a Marketing Automation Software, and content strategies were a recurring topic of discussion.

I feel there are many ways to answer your question based on your immediate objectives - but in any case, it is recommended to have those three points in mind :
1. Know who you are talking to - aka your personas (you'll even find a template to help you build them on our website : https://content.plezi.co/kit-buy...
2. Understand their day to day life, job to be done, pain points and use your content to provide them with answers, help, tips, ect --- the goal being to bring added value and be perceived as a source of information (not only, that but that too :D)

Without that, you might have content addressing a thousand topics - probably all relevant to your business, but making it harder to :
3 bis : get recognised on that topic on SERP's, because it'll only be one of your many many content
3 ter : hard to keep visitors on your website since their might not be similar blog articles / content to consult.

One of the most important approaches in the early stage is to keep the communication two-way. Converse with customers every chance you get and focus on understanding the layers of their pain points. Then build content around that. For instance, In the beginning, social media is more a place to listen than to talk. Rather than focussing only on gaining numbers, it is wise to join as many communities as possible, contribute to discussions, present different viewpoints and use content to actually help/engage people.

In the early stages, a good way to start is:
- Clearly identify your user persona
- Start writing very meaningful stuff solving their pain points
In my opinion, this is relatively a low-hanging fruit that one should capture first before moving to advanced things.

I would say that in this new era, the best thing a startup founder can do is build publicly. It's hard, I know... I am the first now terrified at the idea to publicly speak about my ups/down, achievements/failure, but it's the best way to engage the community when you are still looking for a product/idea.
