2. Content (80%): Aligning customer profiles, search keywords, and intent-matching content.
3. Backlinks (10%): Quality, relevance, and traffic.

For a new website, it probably makes sense to do a slightly different split:
Technical SEO - 25%. Ensure your website performance is top notch, improve website speed (there's ALWAYS room for improvement), create schemas, optimise the architecture, and such
On-page SEO - 75%. This includes content creation (optimally targeting low-hanging fruits), interlinking, addressing customer queries, and lots of other links
Off-page-wise, it makes sense to feature the website in relevant directories, but I wouldn't spend too much time on link-building. It's unlikely decent websites will want to link to a new website, and paid opportunities are rarely worth it. Once you gain a bit of gravitas, add link-building
