I think if you don't have those skills - its hard to justify an early hire that can simply do design. There are so many tools that you can use to get by and really great freelancers on upwork / 99 deisngs / Fiverr that can fill those gaps until there is a full time need.

I think this depends. Here's my 2 cents based on me running a subscription based design agency (I am obviously a bit biased but just want to help out) : What's the budget for design? Design Agencies can charge a lot of $, but for the usually get great results. Freelancers can be cheaper and results can vary. It can be lots of trial and error to get the right one. If you have an in-house designer then you can compare what you pay them(plus hiring costs and taxes) to what you would pay for a freelancer or design agency. Results might vary. Are you in a rush? Design agencies can sometimes take weeks to even look at your initial proposal for a designs(with my agency we knew this was an issue so we sped up this part of it, we usually get started within 24-48 hours after signing up) Freelancers can be quick but also unreliable with their timing and it depends on how many other projects they are working on. In-house designer can take a while to recruit, then hire-on, then get them up to speed on what you want for designs. What documentation do you have for your brand and/or do you know exactly what you want? If you have excellent documentation (like... a fleshed out brand kit and/or lots of previous designs works) then it should be easier for any designer to follow-up on it and get you great designs no matter if you chose a freelancer, design agency or in-house designer. If you don't have great documentation or it's something new you are trying out maybe getting an agency might be the right call or a good freelancer you might know. Hope that helps.

In my opinion: yes. Speaking through experience, we aren't designers but understood what we wanted. We typically sketch out baseline versions, provide some explainers, & after a couple of iterations, it's usually better than anything we could/would have done without the help of someone who designs for a living
