Depends on product form and data indicators. To increase exposure and pursue long-term growth, I would choose 1,000 daily active users; to focus on short-term financial goals, choose the latter. Attract active users first, and then increase your paid conversion rate. What do you think?
Having 1000 free users will allow you to quickly see initial market reaction and provide data to improve your service. On the other hand, 100 users can make the most of your revenue streams and exploit the real potential of your service.
As I begin the battle as a startup, I will check the market reaction, secure beta users, and aim for advertising revenue.
