WebAssembly: The next Docker?

I know Docker launched their WASM beta, but I have a strong feeling that WebAssembly and the runtimes that are built for it are the next Docker. They, if built right, might just be able to replace the need for isolation, dependency bundling, and all the security aspects that Docker provides, by simply building it into the runtime. The runtime can make sure that any syscall made by the WASM instruction is validated and authorized before allowing it to execute. Just a random thought. What do you all think?
