What is the actual concern?
In general, productivity is higher than in the office. How many times did you see people unable to find a place/booth for a call in an office? Most meetings are remote. There is also less distraction when working remote.
However, if an employee doesn't have a dedicated space to work or distracted by family members, then one should consider working from the office.
In the early days of VPN many organisations used to assess home-office environment mainly for health & safety reasons. Maybe some of the requirements should be introduced by organisations who want/let their employees to work remotely.
