First of all, I was sad that I couldn't pick both. I worked for company's that had and that didn't have HR. The ones that had them, even at early staged, made me feel way better. I'm not sure if it's necessarily about performance management, but for me it was about them building events for the team, communicating with us and making us feel comfortable to go to them if we had any type of issue at work and that promotes such a healthy culture! Of course, in this particular case, they were definitely very good HR dep. buuuuut I tend to still think this to this day!
