What is the best format for a knowledge base or resources page?

With Neubase.co we build a resource page for non-resident US LLC owners. We want to include everything from incorporation, choosing the right business structure, taxes, accounting, selling the company... everything. What is the best format to do so? I've been thinking about an ebook or a large FAQ page. What are your ideas? What is the best format to provide easily digestible legal/financial/business knowledge?
