What is the best way to grow your audience from 0 on Twitter using DMs?

Question

I have come across a number of people on PH and Twitter who say the best way to grow an audience when you're just starting out is to "DM people and make friends".
I'm skeptical of this approach because it can come across as spammy.

What are your experiences with this and are there any best practices?

Also had a temporary ban on Monday, but it was fine once I reinitiated a login

I personally used Twitter DMs pretty rarely and mainly focused on providing personal stories and value in comment sections.

But of course, I frequently connected with other creators in the DMs.

There are a hand full of people which I'd actually call my friends by now.

But I,also wouldn't overdo it tho.

Overdoing it can have major consequences. 
A number of creators with 1k+ followers have recently had their accounts suspended for sending too many DMs. Twitter now flags it as spam.
