Create a list of metrics the idea needs to pass. And apply many ideas and variations of ideas to the matrix. then see which ones come out on top.

You can search Upwork for existing jobs posted by companies in your target market and see what kind of problems they are looking for solutions. You can use this data to validate the demand, value proposition, and feasibility of your idea.
@garik_khachanyan Filter for clients with high rating. Check for jobs where the client has provided a detailed JD. Here is an example

Check for clients with verified payment, a good client history, reasonable sounding budgets.
You may also choose to leave a very short message regarding potentially relevant work experience (possibly projects links) and let clients know you would love to chat to them about project specifics
