Majority of the times it's fear of failure. The disappointment that ensues when we fail not just in ourselves but in our family, friends and in society(aka leading to judgment and being indexed as a "failed human").
Navigating legalities, marketing, & competition can feel like a complex maze.
The responsibility of growth and managing others can be intimidating.
Striving for everything to be perfect before starting can lead to procrastination.

I guess it is mostly fear of the unknown. From early childhood till adolescence, we are mostly taught how to work a job, and not how to create jobs.
