Hello! I love the Hello Bar service, but it's $29/m for a website with over 5K pageviews per month. Nevertheless, it's a great way to show your users an important message — be it a notification, news release, announcement, or offer. hello-bar is a free and open-source alternative which does all of that, plus it comes with targeting based on referer, geolocation, etc., so you can say "show this bar to anyone who comes from Product Hunt" or "show this cookie bar to EU users". You can also track events like call-to-action clicks and mouseovers. It just works.
