How do you build leads?

How do you build a strong leads list to promote your new product? Example target group: PH users, makers, people in the digital space, digital experts, ... My idea: Find them through PH search or similar, collect their Twitter handle, possibly find their email, and measure potential reach to estimate virality I'd love to hear other thoughts and your ways of doing it 😊
