Hmm. The only way I can see pulling this off is social media. Create a youtube channel/ twitter/ instagram sharing your start up ideas. Or. Ask to collaborate on communities like producthunt/ Indie hackers. Don't really think any Idea as a service businesses exist.( I may be wrong here)
