What is the best way to attract people to a new professional community?

What I look for in communities are...
1) Is the majority contributing genuinely or for just marketing only? 
2) Are they offering anything in return?
3) Is there a basic rule system in place to keep the momentum and sanity?
4) I guess that's it.

And if the community is based on my interest I'll join without much thinking to see for myself.
