I came across this watching Google I/O talks, it came up in talks on Chrome dev tools and accessibility features.

I was looking at what accessibility features Twitter had, and found the 'compose image description' option. Being a lover of Alt Text in HTML I started using it, now I'm trying to spread the word so more people activate it. I've been informed it will be switched on by default, this is currently being worked on.
